PT BIBU Panji Sakti Partners with Three Global Firms to Realize a World-Class North Bali International Airport
Kubutambahan, Buleleng – PT BIBU Panji Sakti (BIBU) has taken a significant step toward realizing the North Bali International Airport by signing Memorandums of Understanding (MoUs) with three global strategic partners: PT Powerchina Inteligensi dan Integritas Energi Teknologi Indonesia Company (an affiliate of PowerChina), ClarkeHopkinsClarke Architects (CHC) from Australia, and PT Garuda Daya Pratama Sejahtera (GDPS), a subsidiary of the Garuda Indonesia Group.

The signing ceremony took place at PT BIBU Panji Sakti’s headquarters in Kubutambahan, Buleleng, Bali, on Tuesday (October 28). Representing BIBU, CEO Erwanto Sad Adiatmoko signed the MoU alongside Zeng Anzhi, Director of Powerchina Inteligensi dan Integritas Energi Teknologi Indonesia; Dean Landy, Co-Partner of ClarkeHopkinsClarke; and Cornelis Radjawane, President Director of PT GDPS.
The event was witnessed by distinguished figures from Paiketan Puri-Puri Se-Jebag Bali (P3SB), including Executive Chairman Cokorda Gde Putra Nindya of Puri Peliatan Ubud, Secretary Anak Agung Ngurah Ugrasena of Puri Agung Singaraja, Anak Agung Ngurah Gede Puja Utama of Puri Agung Kerambitan, AA Alit Kakarsana of Puri Blahbatuh, Cokorda Gede Dibya of Puri Petak Gianyar, and Anak Agung Ngurah Juli Artawan of Puri Anyar Tabanan.

This strategic collaboration marks a major milestone in accelerating the development of the North Bali International Airport — envisioned as a global-standard hub embracing technology, sustainability, and cultural harmony. With an estimated investment value of Rp 50 trillion (US$3 billion), the airport is designed to handle 20 million passengers annually in its initial phase and will feature a 3,600-meter runway, targeted for operation in 2028.
BIBU CEO Erwanto Sad Adiatmoko emphasized that the partnership represents a synergy of technical excellence, design innovation, and aviation operational expertise.

“We have brought in globally reputable partners to ensure that North Bali International Airport is built to world-class standards while remaining rooted in Bali’s culture and harmony. This is a tangible step toward equitable development and national connectivity,” Erwanto said.
As an affiliate of PowerChina, PT Powerchina Inteligensi dan Integritas Energi Teknologi Indonesia brings extensive experience in renewable energy systems, including floating solar power plants and Battery Energy Storage Systems (BESS)—enabling efficient energy management through storage and load balancing.

For the North Bali Airport project, PowerChina will act as the primary partner for green energy and smart microgrid systems.
“We are fully capable of delivering renewable energy and efficient battery storage systems. Our goal is to build resilient, sustainable infrastructure that supports Indonesia’s green energy transition,” stated Zeng Anzhi, Director of PowerChina Inteligensi dan Integritas Energi Teknologi Indonesia.

Meanwhile, the Melbourne-based architectural firm ClarkeHopkinsClarke (CHC)—founded in 1960 with expertise in mixed-use, educational, and urban design projects—has been appointed as the Lead Consultant for the North Bali Aerotropolis master plan.
CHC will lead the International Design Collective (IDC), a multidisciplinary consortium combining global expertise with local insight. IDC members include Homa Group, specializing in infrastructure strategy and urban economic feasibility; Sharp Day, a leader in Nature Positive Urbanism integrating biodiversity and cultural values into city design; Meinhardt, a global engineering firm renowned for transport and sustainable infrastructure; and local Indonesian partners to ensure cultural authenticity, community involvement, and regulatory alignment.
“We are committed to creating a design that harmonizes with Bali’s natural environment and cultural identity. Through our Nature Positive Urbanism approach, we aim to make North Bali International Airport a global showcase of sustainable tropical architecture,” said Dean Landy, Co-Partner of CHC.

As a subsidiary of the Garuda Indonesia Group, PT Garuda Daya Pratama Sejahtera (GDPS) brings extensive experience in aviation outsourcing and workforce management. Under the MoU, GDPS and BIBU will explore collaboration in human resource development, aviation services, and airport operational technology.
“We are ready to support North Bali Airport’s HR and service management to match the standards of major international airports. Our focus is on service excellence and the strength of Indonesian human resources,” said Cornelis Radjawane, President Director of GDPS.
Bali community leader AA Alit Kakarsana of Puri Blahbatuh, Gianyar, expressed strong support for the initiative:
“We welcome BIBU’s collaboration with international partners. The North Bali Airport project is not just about infrastructure—it symbolizes equity, local economic revival, and the strengthening of Bali’s cultural identity,” he said.

The North Bali International Airport is envisioned as a new axis for Indonesia’s air connectivity and as an alternative to reduce congestion at Ngurah Rai International Airport. It will serve as a gateway for tourism and investment in northern Bali, integrating an aerocity concept that combines industrial zones, clean energy, and eco-tourism.
